At this week's village board meeting, Village Manager William Brimm said the village would review the matter and return to the board with a report.

The village's Traffic Management Committee has already recommended against installing a sign. The committee examined the matter after concerns were raised by Trustee Lisa Stone, on behalf of a resident living by the intersection.

At the village board meeting, village staff told trustees that the intersection doesn't meet the criteria known as "warrants," which are set by the federal Manual on Uniform Traffic Control Devices.

Deputy Village Manager Ghida Neukirch said the police department conducted a five-year review of the intersection and found no crashes. She said Village Engineer Dick Kuenkler reviewed the request and found it did not meet the warrants. The village examined such factors as line-of-sight and crash data, she said.

The speed limit along Bernard is 25 miles per hour. In the area of the curve, however, it is reduced to 20 miles per hour, and there are signs indicating pedestrians are crossing.

An Environmental Health Officer with the HSE had visited the pub before Christmas and told him he’d have to take down two decorative mirrors bearing the name 'Players' and an old enamel sign for Woodbines.

But Jimmy is prepared to go to court rather than take them down.

“The signs are up here for the last 30 years,” explained Jimmy, who runs Jimmy'z Pub in the Riverchapel area of Gorey town.

The signs are part of the traditional furniture of the pub and Jimmy believes that the EHO is going “way over the top” with this demand.

The brands referred to in the signage are for Wills Gold Flake and Players Navy Cut and have been part of the pub since the building was built.

These types of temporary signs are currently prohibited by town policy.

While some town councilmembers said they are reluctant to change the current policy, in light of the current economic conditions they are willing to consider changes that might benefit local businesses.

The nine-member Temporary Signage Task Force was formed after a Sept. 16 town council work session where members of the RACC Board of Directors said many business owners wanted to be able to use temporary signs for advertising purposes. Since the task force was formed, it has met twice and drafted recommendations to town council for its review.

Town Manager Greg Clifton, who sits on the task force with councilmembers John Clark and Eric Johnson as well as one Ridgway Planning Commissioner member, one RACC member and one non-RACC member, said the group has had two productive meeting. The group is recommending that businesses be allowed to erect temporary signs as long as they are displayed in a manner that does not create a nuisance and are taken down during non- business hours. Furthermore, the signs should have an aggregate face of no more than three square feet in the Residential and Historic Residential Zoning districts and 16 square feet in all other zoning districts.

Blown Away

In recent days, downtown visitors may have noticed that the large square structure on top of First Tennessee Plaza, at 800 S. Gay St., no longer bears the bank's logo.

The disappearance has nothing to do with the economic downturn, though. Instead, parts of the sign were damaged in last week's wind storm, with a company spokeswoman saying part of the sign flew off and landed in the street.

Jennifer Holder, a vice president at First Tennessee, said the sign on top of the 27-story tower - which is Knoxville's tallest building - is made of a vinyl-like material that's secured to a metal frame.

She said all four sides of the sign came loose in the high winds, but to her knowledge only one side of the banner blew off of the building. Holder said none of the metal came off, and noted that the bank's property manager assured her that the falling banner didn't pose any danger.

About 65 incidents involving vehicle collisions with the town centre’s three sets of automatic rising bollards have occurred since the first set were installed in Northbrook Street in 1999, including two more recent strikes.

Some have resulted in injury and many have left both the cars and the bollards severely damaged, with several eyewitnesses and drivers calling for more adequate warning signs.
However, within the past decade as bollards were installed in Wharf Street and Bartholomew Street, the district council has maintained that signage has always been adequate and complied with the law, and that any drivers who struck the bollards after following taxis or buses through were simply flouting the law.

But now, West Berkshire Council spokeswoman Peta Stoddart-Crompton has said that more signage is being planned for the Bartholomew Street bollards. She said: “It is planned to install two eye level signs, one at the barrier and the other adjacent to the back of a bus when it has stopped at the barrier.”

Dieppe Mayor Jean Leblanc said the proposal unanimously passed first reading in council last month. Now, about 800 business owners are being told that any concerns they have with the law can be brought up at a public hearing set for Jan. 18.

Leblanc said resistance to the legislation has been minimal.

Dieppe, a Moncton suburb, has about 18,000 residents, more than three-quarters of which say French is their first language, said Leblanc. The bylaw will affect new outside signage only, and stipulates: "French and English lettering must be identical in terms of scale, size, and style."

The mayor said business owners can update existing signs with money from the city.

The commission moved ahead with the vote because it faces deadline. A moratorium enacted to prevent "problem" signs while the ordinance was being drafted will expire Jan. 3. Commissioners held to a plan to require businesses to obtain $60 permits for temporary signs but determined the permits should be good for a year, rather than just 60 days.

They also eliminated a plan to require businesses to wait 30 days between 60-day temporary sign permits.

Abdul added that this increased exposure could boost the utilization of local trails as well as major inter-state trails like the 150-mile Highlands Trail and the 2,175-mile Appalachian Trail that pass through West Milford while crossing major roadways like Gould, Continental, Union Valley and Long House roads.

Smooth Bridge

Beginning today, work crews are installing six large signs on the approaches to the bridge, Halifax Harbour Bridges announced Tuesday.

"They are for us to manage the traffic a little bit and alert the public to incidents or to road conditions ahead," said bridge engineer John Eppell.

The large, overhead, LED-lit signs are being installed now and testing should get underway sometime in January with the whole system up and running by the end of February. Each sign holds up to three lines of text.

The cost for the project is $2.2 million, which is being paid from toll revenue, Mr. Eppell said.

Managing traffic is an increasing concern for the bridge operators because the number of crossings is growing steadily, he said. During the work week, the two bridges handle more than 100,000 vehicles per day.

The idea for the signs was first floated as a way to prevent putting employees in danger on stormy, windy days. Currently workers dressed in highly visible jackets and using flashlights try to divert trucks away from the bridge when it is closed to high-sided vehicles, Mr. Eppell said.

"The goal is to create some parameters so we don't get total clutter, but so we're competitive with other communities," said Mayor John Evans. "We want to clean this up over time, not exacerbate it."

The changes would occur slowly over the next 20 years, as new businesses bring new signs that comply with the proposed standards, Evans said.

This is the city's second run at the idea. An earlier attempt was panned by members of the business community who were excluded from the talks.
